Metro Manila LGUs to Shift Working Hours to 7 AM – 4 PM to Ease Traffic

In a strategic move aimed at easing Metro Manila’s notorious traffic congestion, the Metro Manila Council (MMC) has approved a resolution to adjust the working hours of local government units (LGUs) across the National Capital Region (NCR).


Effective April 15, 2024, government offices within Metro Manila will adopt a new working hour scheme from 7 AM to 4 PM, replacing the current 8 AM to 5 PM schedule. This change is expected to alleviate peak-hour traffic by staggering commuting times for employees.

The decision, as outlined by the Metropolitan Manila Development Authority (MMDA), comes in response to the urgent need to improve commuting conditions and enhance the well-being of NCR residents. A recent MMDA study highlighted the potential benefits of standardized working hours in reducing traffic congestion during critical peak periods.


The MMC’s resolution reflects a proactive approach towards addressing one of Metro Manila’s most pressing urban challenges. By encouraging earlier start and end times for government work, the initiative aims to optimize traffic flow and improve overall urban mobility.

“All government offices under the Local Government Units located in the National Capital Region shall adopt a modified working schedule from 7 AM to 4 PM,” states the MMDA resolution signed on February 28, 2024.


This adjustment is not only expected to mitigate traffic congestion but also potentially enhance productivity and work-life balance for government employees. It sets a precedent that may prompt private sector organizations to consider similar measures, ultimately contributing to a more efficient and livable urban environment in Metro Manila.
